Youth, Orphans, and Other Vulnerable Children in Uganda
The CORE Initiative for Youth, Orphans, and Other Vulnerable Children is a four-year, bilaterally funded project supporting the Ministry of Gender, Labour, and Social Development's (MGLSD) efforts to lead, manage, and coordinate the national response to orphans and other vulnerable children (OVC) and HIV prevention among youth. Its purpose is to expand targeted HIV/AIDS services for youth and critical services for orphans and other vulnerable children by strengthening partnerships between the Government of Uganda and civil society, faith–based, and community-based organizations.
Specifically, the project will enable MGLSD to:
- Effectively lead, manage, coordinate, monitor, and evaluate the national response to OVC and HIV prevention among youth
- Expand the availability and quality of OVC services
- Expand the availability and quality of AB/Y programming
By the end of the project the CORE Initiative envisions that MGLSD will be defining and meeting the needs of the national OVC program and the national HIV prevention effort for youth, issuing RFA for civil society and faith-based organizations, authorizing grant awards, and monitoring and evaluating the grants program. The CORE Initiative anticipates supporting four broad areas of institutional strengthening with MGLSD. These include 1) management, planning, and coordination 2) monitoring and evaluation/ quality assurance 3) advocacy and communication, and 4) grants management. OVC interventions will be supported through the MGLSD's National Strategic Program Plan of Interventions for OVC and through the MGLSD led grants program for civil society, faith-based, and community-based organizations. HIV prevention efforts will focus on supporting abstinence and behavior change interventions implemented through faith-based and other civil society organizations.
The project is funded by the United States Government under the U.S. President's Emergency Plan for AIDS Relief through the United States Agency for International Development (USAID). Support is provided through a bilaterally funded Associate Award implemented by CARE Uganda and its partners: the International Center for Research on Women, International HIV/AIDS Alliance, and Johns Hopkins Bloomberg School of Public Health/Center for Communications Programs.
